Different comparisons: this page is GitHub Copilot (IDE completions, chat/agents, GitHub-native workflows) versus Claude Code (Anthropic’s coding agent: terminal-first, multi-file edits, shell, tests, PR loops). Short answer: open GitHub Copilot when you want AI that meets you inside the editor and GitHub you already use — inline completions and next-edit suggestions while you type, Copilot Chat / agent mode in the IDE, and GitHub-native gravity (PR summaries, code review assist, cloud agent, CLI, org policy). Open Claude Code when you want to delegate a long multi-file job to an agent that can read the repo, edit files, run commands and tests, and keep looping until the task is done or blocked — with you steering and reviewing. Many strong eng teams use both: Copilot for daily edit, Claude Code for long delegated tasks — without pretending either replaces code review.

If you cannot say whether the artefact is “ghost text I accepted while typing” or “a PR the agent opened after tests went green”, you will buy the wrong seat and then blame the model. Name the artefact first.
What GitHub Copilot is
GitHub Copilot is GitHub’s AI coding assistant family: inline completions and next-edit suggestions in supported IDEs, Copilot Chat and agent mode, Copilot CLI, mobile and github.com surfaces, code review assist, pull request summaries, cloud agent capabilities, MCP, and organisation policy controls on Business / Enterprise. The centre of gravity for most teams is still help while you code where you already work — VS Code, Visual Studio, JetBrains, Neovim paths as supported — plus the GitHub pull-request and repository workflows your company already standardised.
Public Copilot plan framing currently spans individual Free / Student, paid individual Pro, Pro+, and Max, plus organisation Business and Enterprise. Plans include allowances of GitHub AI Credits for chat/agent-class usage under usage-based billing stories; completions and next-edit suggestions remain on an included / unlimited framing for paid plans on GitHub’s public docs checked on write day. Model menus and agent features vary by plan. Read GitHub Copilot plans and Copilot plans & pricing the week you buy. We name tiers only — no sticky dollars.
Copilot can surface Claude and other third-party models inside its multi-model menu on eligible plans. That does not mean “Copilot subscription = Claude Code”. Using Claude inside Copilot chat is not Anthropic’s Claude Code agent product. Stacking them is a workflow choice with separate products (and possibly separate bills if you also hold a Claude plan for Code).
Durable advantage: low-friction daily assist + GitHub-native admin and PR gravity. Durable cost: you can accept mediocre completions forever if nobody reviews, and org policy / credit pools become the real ops surface at team scale.
What Claude Code is
Claude Code is Anthropic’s agentic coding product: hand it a bug fix, a test suite, a feature slice, or a multi-hour migration; it plans, explores the repo, edits files, runs commands and tests, and can open pull requests — with permission prompts before destructive moves. Anthropic’s public product page frames it as available from the terminal, with additional surfaces including VS Code (and VS Code forks such as Cursor), JetBrains, web, desktop, mobile, GitHub, and Slack. The centre of gravity is still agentic coding work you steer, not ghost text while you type.
Access, on Anthropic’s public pricing and help story, is via paid Claude subscription families — Pro, Max (including higher-usage Max tiers such as Max 5x / Max 20x), Team, and Enterprise — where Claude Code is included and shares the same usage pool as Claude chat on that plan. Heavy usage can also run through Claude Console / API credits at API rates. Free Claude chat does not unlock Claude Code on the public comparison tables checked on write day. Claude Code is not Claude the assistant. The assistant (/go/t/claude) is where you write briefs, reason about design, and keep Projects. Claude Code (/go/t/claude-code) is where an agent touches the working tree. Confusing them is how search lands you on Claude vs Cursor when you needed a coding-agent comparison — or the reverse.
Durable advantage: autonomy on repo-shaped work with shell and tests in the loop. Durable cost: you must review what the agent changed, own permissions, and accept that a long agent session burns the same usage pool as your chat if you are on a subscription seat.

How to think about cost without inventing a spreadsheet:
- One Copilot seat is for the engineer who wants AI in their existing IDE and GitHub every day.
- One Claude Pro / Max (or Team) seat that includes Claude Code is for the engineer who will actually run agent loops — chat and Code share the pool.
- Two products can be rational: Copilot for daily edit, Claude Code for long delegated tasks. Two products is waste when nobody reviews either’s output.
- Using Claude models inside Copilot does not replace a Claude Code seat (or the reverse).
- API / Console spend is a different bill from a chat subscription.
Who GitHub Copilot is best for
GitHub Copilot is for teams standardised on GitHub and a supported IDE. Enterprise eng orgs that need policy, content exclusion, and seat admin. Individuals who want completions without switching editors. Anyone whose Monday win is faster typing and PR-adjacent assist — not a four-hour unsupervised migration.
It is also the honest pick when the org will not approve a second AI IDE (Cursor) and will not approve a separate Anthropic agent seat yet — Copilot is already on the approved list.
Not ideal if
- Nobody reviews suggestions and “AI wrote it” is becoming a synonym for “nobody owns it”. Fix the culture before you buy Max.
- You wanted a full AI-native IDE as the product. That is closer to Cursor vs Copilot.
- You needed Anthropic’s agent as a standalone CLI product and do not care about GitHub-native gravity. Claude Code is the fork.
- You confused Copilot’s Claude model option with Claude Code. Different products.
Who Claude Code is best for
Claude Code is for engineers and technical studios who will delegate real repo work to an agent: greenfield slices with tests, multi-file refactors, flaky-test hunts, migrations that follow imports across packages, and “turn this issue into a PR” loops. It fits people comfortable in a terminal, or willing to steer an agent from Slack / web while reviewing the branch later.
It is also the honest pick when the bottleneck is long autonomous progress with shell tools — not prettier autocomplete.
Not ideal if
- Nobody on the team will read a diff or run the test suite. An unsupervised agent with merge rights is an incident report.
- You wanted only Tab while you type inside a familiar IDE and will never open a terminal agent. Start with Copilot (or Cursor).
- You confused this purchase with “we already pay for Claude chat”. Confirm Claude Code is on your plan and that usage headroom exists.
- You needed JetBrains-first AI as the only story and refuse any terminal path — verify Claude Code’s JetBrains extension behaviour, but Copilot’s JetBrains path may still be the lower-friction daily assist.
Eng / studio workflows that hold up
Daily Tab coding
Copilot. Stay in the IDE. Accept small completions. Use inline chat for local questions. Keep the brief in the ticket, not only in the model’s memory. Human owns the commit message.
PR review assist
Copilot’s GitHub-native review and summary features fit the org that already lives in pull requests. Claude Code can also open and discuss PRs via GitHub tooling — still require a human reviewer. Neither tool gets to merge main unsupervised.
Multi-file refactor agent
Claude Code is often the better primary for “rename this pattern across packages and keep CI green”. Copilot agent mode can help inside the IDE; for long command-driven migrations, Claude Code’s loop is usually the clearer named job. Branch protection on. Small PR. No force-push of surprises.
CI / hotfix agent
Claude Code fits “failing test on main, find cause, open PR”. Copilot fits “I am already in the file that broke and I need a careful surgical completion”. Keep secrets out of prompts. Keep production credentials out of agent-allowed command lists.
What you must not paste
API keys, customer data dumps, and unreleased credentials do not belong in Copilot or Claude Code transcripts. Use org content exclusion, Enterprise controls, and secret scanners. A coding agent with shell access is a privileged tool — treat it like a junior engineer with your laptop, not like a notepad.
Running both without chaos
A clean stack many teams land on:
- GitHub Copilot — daily completions, IDE chat, GitHub PR gravity, org-standard seat.
- Claude Code — long agent tasks, migrations, issue-to-PR loops; optionally via extension inside VS Code / Cursor so the editor stays familiar.
- Cursor — only if the team wants a full AI IDE instead of (or beside) Copilot-in-VS-Code; see Cursor vs Copilot and Claude Code vs Cursor.
- Claude assistant (/go/t/claude) — briefs and design reasoning — not a substitute for Claude Code.
Rules that prevent chaos:
- One owner per PR — agent-authored does not mean unowned.
- Name which tool is allowed to touch
main-bound branches. - Share a short team note: when to open Claude Code vs when to stay in Copilot Tab.
- Cancel the seat that becomes a guilt logo.
Stack answer: Copilot for daily edit + Claude Code for long delegated tasks is a rational eng posture when both seats earn their place in git log review culture.

Is Claude Code better than GitHub Copilot in 2026?
For long autonomous multi-file agent loops with shell and tests, Claude Code is often the better fit. For daily completions and GitHub-native team workflows, Copilot is often better. Better means better at the artefact in front of you, not a permanent winner.
Can Claude Code replace Copilot in VS Code?
Sometimes for people who live in agent loops, but usually not as a drop-in for ghost-text completions. Claude Code can integrate with VS Code via extension; Copilot’s product centre remains IDE assist + GitHub gravity. Many developers keep Copilot for Tab and add Claude Code for delegated work.
Does GitHub Copilot include agent features now?
Yes — Copilot’s public plan matrices include agent mode, cloud agent, code review, MCP, and related agent surfaces that vary by plan. That still does not make Copilot identical to Claude Code’s terminal-first agent product. Check the current feature matrix for your plan and IDE.

Count seats and jobs. Copilot seats for people who want daily IDE/GitHub AI. Claude paid seats (Pro / Max / Team) for people who will run Claude Code — remembering chat and Code share a pool. Which is better for multi-file refactors?
Claude Code often wins when the refactor is large, command-driven, and test-gated. Copilot often wins when you want continuous inline assist while you walk the refactor yourself. Many teams start the refactor in Claude Code and finish review in the IDE / PR UI with Copilot nearby.
Can I use Claude models inside Copilot and still use Claude Code?
Yes. Copilot’s multi-model menu may include Claude models depending on plan and availability, and that is separate from running Claude Code as Anthropic’s agent. Expect separate products and possibly separate bills. Using Claude in Copilot chat does not automatically equal Claude Code’s full agent product.
Claude Code vs Copilot vs Cursor — how should a team choose?

Is Claude Code only a terminal tool?
No. Terminal is the classic entry, but Anthropic’s public product story includes VS Code / Cursor forks, JetBrains, web, desktop, mobile, GitHub, and Slack surfaces. Verify the surface you need on the current product page before you promise a JetBrains-only team.
How to decide this week
Take one real failing test or small feature. Attempt it once with Copilot using your normal IDE review habit. Attempt a similar scoped task with Claude Code, requiring tests to pass before you read the PR. Compare: time to a correct change, review pain, and whether anyone else on the team could reproduce the workflow.
Pick Copilot when the team’s Monday surface is the IDE and GitHub. Pick Claude Code when the team will actually run agent loops on real repos. Pick both only with a written rule for which jobs go where — Copilot daily edit, Claude Code long delegated tasks — and a human owner on every PR. Cancel the logo that does not appear in git log review culture.
